Job Purpose:

The Non-Profit & Quality Assurance Analyst analyzes programmatic, client, and financial data to ensure compliance with Federal, State, City, Funder, and contracts. Responsible for reporting compliance issues to management and assisting in efforts to address identified compliance issues with programmatic and financial data. 


Duties & Responsibilities:

  • Analyze and validate business systems, document processes, reporting requirements, and workflows involving data.
  • Help support data integrity initiatives and system design by working with Data, Program, Finance, and Development Staff.
  • Run reports on client and programmatic data to ensure that data entry is being performed correctly by staff, and that EDC’s systems are set up correctly.
  • Invoice & Reporting support as needed. 
  • Isolate and elicit expected vs. actual values and make recommendations as to the best course of action.
  • Create & maintain dashboards.
  • Produce data, charts, etc.. for the organization’s annual report.
  • Act as a check and balance for the grant budgeting process. 
  • Assist Finance with Controller type functions until a suitable replacement is trained. 


Qualifications:

First and foremost, the applicant must profoundly share EDC’s mission and vision of social justice and be able to manage stressful situations with empathy and calm. Below are additional qualifications. 

  • 7+ years of experience analyzing programmatic, client, and financial data in non-profit, federally funded organizations.
  • At least 4 years of experience with Fund Accounting. 
  • 3+ years of experience managing and negotiating contracts with funders from departments of the City of San Francisco. 
  • Experience managing a budget of at least $30,000,000.00 with federal funding sources. 
  • Firm grasp of uniform guidance and grant compliance rules and regulations. 
  • Advanced technical experience with applications, system design, reporting, and application support for management.
  • Ability to communicate objectives, plans, status, and results clearly.
  • Intimate knowledge of the Homeless Prevention efforts, the UD process, and the Tenant Right To Counsel Program in the city of San Francisco.
  • Experience working with a Board of Directors and Management to create and implement strategic plans that relate to data collection and reporting and finance management.


Required Skills:

  • Advanced Excel skills.
  • Advanced Salesforce reporting experience.
  • SQL reporting is a plus.
  • Ability to set up and manage dashboards.
  • Ability to track KPIs and identify trends.
  • Ability to think outside of the box to identify work arounds.
  • Logical reasoning and deduction skills.
  • Strong organizational skills.
  • Strong written and verbal communication skills.
  • Experience with Financial Edge NXT (and Database view), as well as ADP Workforce Now. 
  • Experience with data models, software integrations, and custom tools.


Classification:

This is an exempt, full-time position. 


Union:

EDC staff are represented by the National Organization of Legal Services Workers (NOLSW, UAW Local 2320, AFL-CIO). This position is not a union position and is not subject to the terms of the collective bargaining agreement. 

 

Working Conditions:

The position requires working with individuals during moments of extreme stress and instability. The position also requires the provision of culturally-sensitive and empathetic services. Some evening and weekend work may be required. 

At present, due to the COVID-19 pandemic, and until further notice, EDC is operating in a hybrid fashion, with some remote work and some onsite work. As this administrative position does not interface with clients or require tasks that must be performed onsite, this role is mostly remote, with limited onsite work as required. EDC’s In Office COVID-19 Safety Plan adheres to the CDC’s health and safety guidelines and the federal and state OSHA requirements for workplace safety. 

Equipment for remote work, such as a laptop, will be provided per the needs of the program or department this position reports to.

The employee is expected to be in the office (or available while working remotely) during normal business hours and to communicate with their supervisor regarding whereabouts when elsewhere for meetings or other obligations. Additionally, the employee is expected to be reachable by email, phone and video conference as needed during normal business hours, Monday – Friday 9:00am – 5:00pm.

Direct Reports:

The Non-Profit & Quality Assurance Analyst will not supervise any employee.

 

Compensation:

The base salary for this position is $130,000 annually. An additional $1,000 will be added for each relevant year of experience, up to 10 years of experience. The starting salary for this position is capped at $140,000 annually.

EDC offers a Multilingual stipend of $125 per month ($1,500 per year) above the base rate, for specific roles that regularly use oral or written communication with clients or related parties, in Spanish, Cantonese, or Mandarin, in the performance of their regular job duties. To qualify for this stipend, the employee must be fluent in one of the specified languages and pass an oral and/or written test approved by the Labor-Management Committee.   

This role is not eligible for the multilingual stipend as oral and written communication with clients is not regularly performed as part of the job duties of this position.
